10 days and still processing my purchase

I placed the order C100000340 on the 6 Feb.
10 days later my order is still 'processing' even though in response to my query on the 13 Feb I was told that "Your order is being shipped out today, we were currently awaiting stock on that specific model."
Needless to say my money was deducted on the 6 Feb.
I thought the CPA required that accounts only be debited on dispatch?
