Faulty accessory booked in with the cellphone

Cellphones have become important everyday devices that we depend on to function in the business world daily. Samsung now require that you book your cellphone in with the faulty accessory when doing a warranty claim. My example is my travel adapter (battery charger) went faulty after 3 weeks. You do not need the cellphone to see that the battery charger is faulty???
