Failure to pay back my refund

I went to unisa florida branch on the 25th of February 2013 and request for a refund as I cancelled my registration which amount to R 4560.00 . I given a form to complete which I did and the lady who was assisting me told me that it took 21 days to get my money. On the 26th of March I called Pretoria branch to enquirer anoint my refund and I spoke to Aubrey Mohale who told me that there's nothing on their system that shows that I requested for a refund what he can only see is that my account has a credit balance. He sent me another form via email of which I did and sent it back to him. He told me that he will request my refund as an urgent matter but he not promising that I will get it quickly because what I have to know is it takes 21 working days. For me now it means their rule of 21 working days is not going to work because if I have to wait for another 21 Days I end up waiting for 42 workings days to get my money. I need my money ASAP that is unacceptable.
