Incompetent staff

I have been trying to apply through the Services Seta... I have been sent many emails telling me I need to do the online application. I have been to their premises and waited for hours to be seen, and when I was seen, I again was directed to the online application. Today in rage I call in as no matter how many times I call their answering machines are all full so you can't leave a message and they do not get back to you. I get put through to customer services to find out the online application is no longer active. So the main branch, the main people helping the public have no clue that the online application is no longer active, and keep sending out this info. I find this shocking.
