Poor service and condescending tone

I'm a part time student at Tshwane University of Technology, studying the Btech Food Technology course offered at the Arcadia campus. I have experienced extremely bad service from Ms C Briel, who is one of the Administrators at the Department of Biotechnology and Food Technology. On 29th January, 2014 I urgently needed a signature from the department to de-register a subject I had mistakenly registered for. I needed to get this signature urgently because there are strict deadlines when it comes to de-registration or one will held liable for payment of that particular subject even if they do not study it. I tried to explain this to her, and informed her that I'm only able to go to the campus 3 times in a month as I work and only study on a part time basis. She then told me that the other Administrator, who had signing powers, was not there and that I should come back upon her return. I then asked whether the Head of Department could not sign the form for me, as it couldn't wait. To which she responded with... "My girl, do you think the Head of Department has time to sign forms for 200 odd students?! " I just feel that as a paying customer, this is not the service I deserve.
