Billing account and Bad attitude

I registered Last year June and cancelled because I could not write, I explained to Milpark and got the letters to cancel and followed all the procedure. They asked me if I wanted to be refunded, I told them that I will continue this year 2013. It took me about three weeks to register on January, they told me i need to pay again. I then explained my whole situation again to Deweza Botya with the whole supporting documents (proof of cancellation letter) OH! DEWEZA BOTYA HAD A BAD ATTITUDE. She kept on telling me she will fix the matter and register me. She only did it on the last week after i contacted her manager Jacki Marks who did not help at all, she just pushed the registration to go through and after she kept quite and ignored me while I was receiving emails and sms that I am not eligible to write as my fees are outstanding. I received 2 sms and email on April and week ago. I called Deweza about it, she pretended not to know about me and had to explain my self again, after that she told me that the query is no longer with her, is with finance department. On the 27Th May I had a problem of writing due to outstanding fees which I had paid last year.
