Please help me urgently these two things are so im

I have a problem of the petrol cab, when Im refueling it doesn't close as a result I endedup using sellotape to clcose it and the car is new its only one month old, also the safety belts are too short I need u to help on how to adjust them cause they are putting me on risk as I cant buckle up
