STILL WAITING FOR SPARE WHEEL AFTER 3 SERVICES

Bought a Nissan Navara from Inspectacar PTA North in November 2012. Report from the AA Multipoint check stated that the car had a spare, jack and spanner but received none of them on delivery of the car. Told Renier that I would be in town for 2 weeks only otherwise he would have to send the spare etc to East-London. Upon driving down I also realised the license disc had expired! It is now 6 months after the fact - still no spare wheel, I have had numerous punctures due to the nature of my work and have just booked my 3rd service already. My phonecalls are met with empty promises and of late they have told me it is too expensive to courier my spare wheel down. Can someone please tell me what I can do to escalate this matter even further?
