What you see isn't what you get

I booked a car online via Car Rental Republic (excellent service) and picked the car up at Lanseria from Europcar. What they never mentioned was that on top of the online price quoted by Europcar they add a R60 "Document Administration Fee" so the rental quoted of R192 is really R252. Sharp practice and yes, they said afterwards it's in the fine print of the contract which it is. But in the rush of picking up a car if this isn't pointed out who would see it?
Car Rental Republic have been excellent and offered a refund but as they didn't pocket the R60 I have declined their kind offer.
Europcar's customer service told me they are getting dozens of complaints but 'top management' aren't interested apparently being more focussed on ripping people off with misleading quotes
