Car dealer refuses to release car's papers

I bought a car from an auction in August 2012. The auctioneers told me that Mr Rama, who is a car dealer would deliver the car papers to them, and they kept repeating this each time I called to get the papers. Shortly afterwards, the auctioneers were liquidated, and many businesses and individuals lost money. Mr Rama was amongst them. Now Mr Rama will not release the car papers to me, even though I paid for it and I do'nt have anything to do with the fate of the auctioneer. While I sympathise with his loss, I think he is being unfair to me.
