10x Overcharging client for windscreen chip repai

I rented a small Hyundai 110i from 12-19 December 2013.
When I returned the car, I honestly reported a small chip on the windscreen, right next to the license disk. The chip was no bigger than 1-1.5cm, and easy to repair with the conventional repair kits.

I could have been dishonest in not reporting it at all, and they would not even have noticed the chip, as it partially obstructed by the license disk itself.

When I received my account reconciliation, they charged me R2950.31 vat, amounting to a whopping R 3363.35.
As I hired the car using my New Zealand credit card, they think I am just another ill-informed "tourist'. I grew up in South Africa, and know the industry here very well. I am not going to be taken for a ride, where they charge me ten times (10x) what the repair actually cost a customer on the street.

I phoned National Auto Glass, who quoted me a mere R250.00, all inclusive to repair the chip.
I have given Europcar the opportunity to rectify the situation, by phoning them twice, and giving them my phone number to return my call. I also sent them an email to rectify the situation, to the email address provided on the invoice. However, they chose not to respond.
