One Year After CASH Purchase and STILL no Logbook

I purchased a vehicle for cash from a salesman, Colin Powell. There was a backlog at the licensing department and he said I would get the logbook within 2 weeks.

Despite countless visits to their premises, to date, I have not yet received the logbook. Colin Powell is no longer employed at Barloworld. I've been told that Marcus will contact me with regard to this matter.

I've waited a year now!! My disc expired at the end of October and I cannot renew it, without the logbook.

Should they be responsible for renewing the license and paying the penalty for late payment??
