HIGH INVOICE WHEN DELIVERY IS SO LATE

I received an invoice saying i must pay R358 for my parcel, from the 6 december i have made a payment with gadget wholesalers who deal with DHL, it has tacken me so long to receive my parcel as there was some mess up with the 2 companies then i still receive and invoice saying i must pay R358, why is this bill so high and insane
