NO FUEL REFUND

My husband & I hired a car for 5 days from 30.10.2013 - 04.11.2013 at Europcar Cape Town International Airport via Cars-4-Hire. We paid cash deposit of R750 for fuel. We were told we will get the deposit within 48hrs after invoicing. I phoned on the 7th to find out how far are they with the invoicing? They asked me to confirm the banking details, which are my banking details, I gave them. I was told to wait for another 48 hrs. On the 11th again I phoned, they transferred me 7 times. Eventually I was told the money was processed (R649.15) I must just wait for 48hrs. On the 13th I called again, same story. This morning I called 5 times already, they told me there's only one person (Tshepiso) who's dealing with cash refund, I hold on for an hour. I called again & spoke to Tryfina, I called again & spoke to Babnie all of the are telling me about the 48 hrs,
How many 48 hrs. must pass in order for me to be refunded.
