No follow up or feedback on my refund

I bought a car from Eagle Canyon Auto last December and Vivian promised to courier my new licence disk, I waited forever until it got expired in May, I emailed her to ask for it, she told me that I should go and do it, pay for it and she will refund it and its almost amonth now I still havent recieved that money back, which I borrowed from a colleague then as I didnt have cash and I was driving with an expired disk, I took da initiative to meet them half way, even after I paid for the disc I still couldnt pull the disk as there were some outstanding fees which on the certificate it said no outstanding offences, i still have the certificate, she requested that ibring the car for roadworthy and thereafter ill be able to pull the disk but until today, I went there during my lunch to try and sort this out but I still couldnt pull the disk, 2 weeks later she told me no I couldnt pull the disk because I have outstanding fees from my prevoius vehicle, she was told by a traffic officer that they work with, alright good and fare I decided to go nd see what I can do to sort everything out, but now she wont give Victoria my colleague her cash back (refund) as promised and iv got emails as proof
