Violation of smoking legislation

The smoke inside the bar area of the restaurant was over whelming and in clear violation of smoking legislation.

People were openly smoking inside the bar and there was little or no ventilation., perhaps I am wrong but I thought smoking was banned in enclosed public spaces.
The smoke was so bad I had to put eye drops in and had irritated eyes for several days after.
