IF YOUR CAR IS WRITTEN OFF YOU CAN'T BUY 2ND CAR

Hallo Peter,
I had a Car with standard bank Kia Piccato which was written off in an accident on the 6th March 2013.My Insurance paid the settlement amount on the 26th March 2013. I never expected the bank to pass the debit order on the 1st of April 2013. Because of that expectation I had used up my money in my account. The bank went on to pass a debit order which was returned. Because of this, when I try to apply trying to buy another car even with the same bank, they say I don't qualify, how did I qualify with the first car? This is my problem.
