Incorrect Debiting, Poor Service

I tried to close my student loan today, and this is what happened

1. I found out that the Student Current Account which I went into the V&A branch to close over a year ago, had not been closed. WHY hadn't it been closed before?
2. I paid the outstanding amount on my Student Loan account in Dec. Since then standard bank has continued to debit my old account every month, despite the loan being fully paid off.
3. The debit orders bounced, as the debited account was closed. But because there is an outstanding debit order waiting to be 'returned', I can't close the account?!
4. The manager was unapologetic and didn't seem to care, despite the bank being clearly in the wrong. When I bring up the credit rating aspect, I'm told that they can't do anything at branch level, so they'll send a complaint to the credit department, who will get in touch with me sometime.

WHY was I being debited for a loan paid off, WHY hadn't I been contacted, and after all this (2 HOURS in the bank), the account STILL ISN'T CLOSED. And now I have to wait for someone else to contact me about my rating. A completely unacceptable failure of service and process - I now have more problems than before I went in.
