What poor service struggeling for 18 months

I have tried to find out when to get the surplus funds an amounts. Calling makes you hold for more than an hour to be transferred from one to another. Then I have posted hand delivered same documents 5 times yes 5 times.
When I mail a consultant the only thing done is read and leave the mail no response as I put read receipts on my mail can some one call me and help me please this is almospt 2 years is this this bad so sort something
