Student loan NIGHTMARE

I originally applied for my student loan on the 27th of January this year. It was 3 weeks later, when I didn't hear anything from the bank that I decided to call them to see what was happening. Their initial response to the long wait was because there were a lot of student loans coming in, and no one had had a chance to evaluate mine yet. A week later when I called AGAIN, they told me that there was a document my surety needed to sign and fax off. WHY could no one tell me this the first time I called AND why does the bank not call the applicants to tell them that something needed to be sent?
Fax was sent. It took another 2 weeks of silence for me to call the branch and see what was happening. The receptionist told me my things were not there, I must just wait. I called again the next day and the lady dealing with student loans said my papers were there for a WEEK already. WHY did nobody call me to let me know?
After handing in all my documents and signing everything (a month ago) still NOTHING has gone through. Nothing has been paid! I now have to pay R2000 penalty from my university, and it is NOT MY FAULT!
Do I have to breathe down your neck to get ANYTHING done? USELESS bank!
