Cancellation of student loan

Last year I applied for a student loan for my brother through CTI Bedfordview, I submitted all the relavent documents including his matric results and was later told that the student loan was approved. My brother received several sms's from Std bank informing him that his application was successful and standard bank would contact him to sign the contract. on the 26th January both my brother and I went to Springs branch to sign the contract and we were told the money would be available after four working days. To my surprise today the 01st February 2013 my brother received a call from someone saying he is not getting a student loan because he doesn't qualify. My brother has already started attending classes at CTI Bedfordview and now Std bank says he doesn't qualify? What am I supposed to do now, take my brother out of school because of the incompetency of the bank. Aren't the documents scrutinized and assessed at the application stage and determine whether the student qualifies or not before taking a phone and telling a person that their student loan has been approved raising their hopes high and later decide no they don't qualify?
