Refund still not received

I bought Cell C airtime via cell phone banking, the money went off my account, but the airtime was never received. I contacted the bank via internet banking, and was told it would be sorted out, but 2 weeks later I haven't received my money or my airtime. I dont want more emails telling me I am important, I want my money or my airtime
