Charge for replacement card jamed in ATM

On withdrawing cash from my local Still Bay Standard Bank ATM, my AutoBank card was not returned to me after I received the cash and the ATM then went into a cardless mode. I had to make a special trip to a Standard Bank to get a replacement card as there is no longer a branch in Still Bay. When I applied for the card in the Garden Route Mall branch I queried whether I would be charged for the new card and was told probably not. However R76 has since been charged for the replacement card. How is this possible as it was the Bank's ATM at fault?
