Improper, in-competent service and late payment

I submitted a liability claim on the 23rd January 2013 for an accident that happened on the 19th January 2013. My claim was then handled by Marcelle at liability claims who seems to be the only person responsible for liability claims. I have been following up and was given release form to fill on the 4th of March which I did and was told a payment will be made within 10 working days. This was supposed to be on the 15th March 2013. Today is the 19th March 2013 and I still have not received any payment. I further enquired with her boss who told me she has been sitting with my claim since the 12th March 2013 and will only attend to it after my call.
Now I received an sms informing me that the payment has been made but will only reflect into my account within 5 working days.
This is unacceptable and not effective. Firstly, I don't know why one one person is responsible for such load of claims and when she is not available no one can be able to help us. Secondly, the late payments to my claim are unacceptable as this process is long overdue since my accdient. Thirdly, the service at momentum is not effective and efficient. Very in-competent insurance company.
