Paying for a service, I'm not getting!!!

Very disappointed with the service. Being struggling to cancel double for a long time. Someone called me last year and advised I will receive my card in the post, which never transpired. I am paying for a service which I am not using and will proceed to the NCA, should I not be refunded.
