Extremely Bad Service

On 01/01/2013 my car was damaged in a collision with a driver insured by Santam. My complaints are as follows;
* This process dragged out for 10 weeks despite constant contact with Santam!
* Quotes for Repair (values shown are approximate)
Quote 1. R26, 000
Quote 2. R24, 000
Settlement offer from Santam after 10 weeks of constantly having to follow up with them R11, 000??
On querying a settlement of less than 50% of the lowest quote I was advised by Santam that they had requested a new quote from the supplier of Quote 2. On investigation with the supplier I discover that they in fact supplied two further quotes to Santam one for R17, 000 (rejected by Santam) and a third for R11, 000 (settlement offer). While I accept that Santam are entitled to attempt to reduce costs this extreme reduction does not make sense and seems to be bullying by Santam. A third quote requested by me from a third supplier is for R18, 000. I do not believe I can repair my car with the settlement offer based on the 3 quotes I have obtained. Despite a request Santam have refused to review this settlement offer. As such my next stop will be the insurance Ombudsman as I do not believe this process has been fair.
