Awaiting response for surplus

I started with the application in April 2012 and posted overnight all the required certified documents.
You do not get through when you phone, you wait for 10 minutes and longer. Emailed received from them November 2012 stated that they have received all my documents, it has been scanned. I phoned March 2013 and was told that it has not been scanned because they did not get all the documents and if i want the surplus i must resend all the documents again. This is absurd and someone needs to take responsibility for this. It has been 1 year exactly and every time you walk into a wall. If you get through on the phone and ask to speak to a supervisor you get told that they are busy and you need to phone again!!!
