Consent Affidavit, is it a delay or punshment?

Early January this year (2013), I learnt only now that there was a judgement against me. I quickly communicated with Bayport Financial Services to check as to how much I was owing as I was ready to settle. I was told that my loan was paid up (probably a year back) and there were some monies owed to me. They did send me a paid up letter and refunded me as well within a short period of time. Towards end of January 2013, I requested a consent affidavit and every time I phoned or emailed, I got no response whether I would get it or not. I ended up going to the offices yesterday and I was helped to speak to somebody handling such issues. I was told that it takes time and I must phone after two weeks to check; a whole new process again. despite pleading my case that was life heavily depended on getting it as soon as possible, it seems this just fell on deaf ears. I feel I am being punished and for what, I do not know. Maybe for missing payments at one point. Now my life is on hold and I do not know whether I will get some help and if so, when will be that?
