Billing without permission

My account no 81608003 has been debited with an extra R194.71 apparently a 3rd party IRP Service has sent a sms to their customer to advise if they dont have insurance your account will be debited with an extra amount. The phone number on my profile is totally wrong? how gave them the authority to debit any money from my bank account? Can someone tell me and now i have to wait to be refunded.
