Credit card or loan?

I have a credit card with African Bank and when I checked on the cell phone application available balance was around R200 when I checked again it was R20 can you please advise, because I paid Jan and Feb my instalment of R300 but only R20 available to use, is this a loan where u use the balance and pay it off or a credit card with revolving credit.
please explain
