NO PAYOUT - AFTER SEVEN AND HALF MONTHS

My husband received a surplus letter, we did all the necessary checks, completed the forms, submitted it, we had to resubmit the forms and now after 7 and half months still he is in the que to be paid out. Every time we phone the operators says that all the documents is there, we are in the que, and will be paid out. People who we know who have submitted their documents have already received their payouts in December 2012. There is no reason why we still have to wait, they confirm that all the documentation is there, but still we have no joy
