ABSA charging extra banking fees

I have a student check account at Absa bank for the last 6 years.
Last year November I went to the bank to ask why they took so much money for banking fees,
they informed me that I should not be paying for internet banking which is charged R21.95 per month.
I queried this and all they could say is that it does not show up on their statements, I asked them to access one of my statements and they saw that they are indeed charging me with internet banking fees every month.
They told me they will refund me for two months. I phoned ABSA head office and told them my situation, they told me to go back to a branch and fill in a claim form.
I went back to a branch, the KeyWest branch. They phoned the Potchefstroom branch. They listened and told me that they could only refund me for four months (R87, 80), because they don't have access to the older statements and that it is my fault and they can do nothing about it. My question, why is ABSA's accounts not checked when opened? Why should I pay when it is their fault?
Why don't they have access to their database, and why can't they refund me the full amount. This is not my fault, because I was under the impression that I should pay this.
