Second Credit Card I wasn't informed about

Today I was informed by the bank that I had an outstanding amount on a specific credit card. When I queried the specific credit card number, the banking official could not explain how none of my existing statements reflected the amounts in question. She then handed me the NEW credit card (on which the transactions had already been processed) along with my "new" statement.

I now have an unexpected negative balance on an account that I had never requested. This is truly disappointing. Is this the bank that BEEPS you in the new year for the headaches of last year???
