Why Approve THEN Deny??!

I went into a PEP today to apply for a loan, I then received an sms at 09:47 advising my loan was provisionally approved and will be called to process and I should have my banking details on hand for when they call. I received a call at about 10:16 from a a consultant who asked me questions and went through my details, she asked the amount I wanted (R3 000) and all my details were taken. Confirmed thrice if I was comfortable and happy with this. She then told me my money would be in my bank account by 05 February. I Then get an sms 15 minutes later advising my loan was declined. That is just so wrong telling people they are approve taking all they details and the declined them afterwards. Very disappointed!
