Can not open a bank account

I send 1 of our workers to open a account and today is the 5th time they send her back. First they did not accept our company letter that confirms her residential address then they tel her that she must go to her local chief at the place where she stays to get the letter of her home address. now they send her back and tel her they want a letter of her employer to. they send her back again on the letter her surname must come first. What a lot of bull
