Fingerprints form to Home Affairs

The Standard Bank ATM did not return my cheque card on 25/01/2014. I proceeded to the branch and I was advised to apply for another card using the telephone service in the branch of which I did. I requested to be issued a debit card, he told me my fingerprints did not match what they have on their system. He then gave me a form to take to Home Affairs to verify my finger prints! I needed cash, I asked to withdraw through the tellers using my ID. They told me I cannot do that until my fingerprints issue is sorted. Service is very bad, constant offlines, long quees at Satndard Bank. Is this how Standard Bank is moving forward?
