Pay and clear not fulfilled

I Paid an amount to a receipient and chose Pay and clear today but this was not to be. Lots of excuses and a "promise" that they can correct it but to no avail. The Online banking site is very misleading regarding this. I need this sorted and the transaction corrected. Ref no. 1-784208561
