Terrible outsurance

We contacted outsurance about 2 weeks ago to get a quote, the guy insisted that we give our credit card details before he can send us a quote. We gave him the details and specifically told him that we were getting more quotes so will confirm if we choose to go with outsurance. We then got a cheaper quote, so decided on the other company. Thus never gave the go ahead for Outsurance to actually activate our account.
We phoned today just to check that the account isn't active as we never phoned to confirm that we want to go ahead, thus the account shouldn't be active, surely. But we were told that the account, which we never gave the go ahead for, is in fact active and the debit order will be going off! This, surely is not legal as we never signed anything or even verbally confirmed!
We now have to cancel the debit order OURSELVES and we also have two insurance companies which means that if something should happen we will not be able to claim, because of outsurance activating an account for us without our permission.
