Why is it so difficult to close an account?

FNB insurance only refunded my wife accident claim after she closed the account. They did not yet refund R896.32 being the unused portion of the last month premium. FNB Credit Card Division did not yet refund the R460.00 penalties that they charged my wife credit card because she was overdue 38 cents! naturally she closed the credit card. On the 15th of August while attempting to draw R800.00 cash from an ATM was assisted by an impostor who drew R2950.00 from her account. FNB did not accept liability, naturally my wife instructed FNB to close the account. They answered that she must go to a branch with her ID Book. She wrote once more that they have her written instruction to close the account and must do so as she fears one way or another she will be defrauded if she goes to an FNB branch. Gloria Maswabi from FNB replied that my wife must go to a branch with her ID book...
