10 Days and my EFT transaction not solved yet

Swiping of cards is becoming a serious problem with banks not willing to assist with any problems on failed transactions where the merchant's EFT showed declined and you receive a sms the amount is reserved for that transaction that was declined. That amount is still in my outstanding debit card transactions on my account, it has not been processed to the merchant or back into my account and so far it is costing R100 in phone calls to try and get R166.50 back in my account. The merchant can not do anything as it is not paid to them yet. Everyone is passing the buck and no one is assisting at all. This is now for 10 days already, the Transaction was on 30 November. How can we help you? does not count anymore, please change it.
