Monthly Service fees for an account I don't have access to

I had a bank account at FNB decided to close it and went to my local FNB branch, I was gladly assisted the card was cut into pieces and faxed to the branch where I opened the account, but I received a letter in the post telling me my account has an outstanding balance of about R18, fine I went to the bank a few days back to pay the R18 and close the account but now to my surprise it was no longer R18 but an astonishing - R60, all for what??? A card I'm not using...
