No Refund for case

On the 1st Dec 2012 a withdrawal of 2000 and purchases approx 500 was made through debit card, (this amount was refunded in 2012)
on the 3rd Dec 2012 a withdrawal of 3000 was made through my cheque card in pta, I was in Mafikeng when this transaction occured in pretoria. on the 4th Dec 2013 i opened a case @ absa Oakdene. (Branch Manager-Mac made a follow up with the department, cos from his side it shows the case has been closed and full amount has been refunded)

Elaine Thomson frm Identification said the 3000 will not be refunded cos they cant locate where the cheque card was cloned as it shows from their system that the card was never used and its up to management to refund me cos she cannot motivate this case to her manager.
i fail to understand why the deparment are having difficulty tracking down how this incident happened, there is no way i could be in two different provinces at the same time, i made a few transactions in Mafikeng and their sysytem can pick it up while at the same time a withdrawal of 3000 was made in PTA and i was in posseision of all my cards.the department should be compent to deal with such cases as they r more experienced in
