I-Pad, no one is getting back to me

In June, my I-Pad got. We log on often to I Cloud, to see if the device is on or not etc etc. We have been on the phone for hours, to different numbers; everyone just passes the call along. I have gone to the police, they say because that device works with a sim card, I will need a letter from the service provider that they blocked the sim (even though we never used the device with a sim card). I have insurance on it, but I have been paying 5 months for something I dont have, that is why there is insurance. We have the box at home, phoned to give the serial number. Everyone we talk to, says they will get back to us and transfers us to ten other people.
