No help from manager after rude behaviou

I was sitting in queue at service counter. As I moved up, a man came from the back of queue, passing a number of people, to sit after me. I asked what this is about. He replied "mind your business, shut up". I said that jumping a queue in a bank is public business. When I reached the service clerk, he apologised to me for the man's behaviour. I said that I would like to speak to his manager. The manager for service clerks came. She apologised on behalf of the man. I asked her to speak to the man about his behaviour. She said she would, but disappeared. The clerk helped me. At this stage the rude man was already at another clerk at the service counter. I asked my clerk to call his manager to speak to the man. The clerk went away. After a long while he came back with the floor manager. At this stage the man has left the bank. The floor manager said they could not address a matter of an argument between clients - only when a bank employee is harassed. I said the man's public behaviour was unacceptable. She said she could not intervene, it was between two people and no one was sure what was said. I said there were witnesses including the clerk. The clerk said he only heard noises.
