Cancellation of insurance

I spoke to David about insurance for my new car I was going to be collecting from the dealership. Everything was in place for the insurance for when I did the collection, only thing that was required was details of the car. I experienced issues with the dealership as there was a delay, I decided to cancel. I immediately phoned David to ask him to cancel the debit order that was in place for the 1st of October he said ir will be done and he'll email me the cancellation documents. Today this morning the debit order went through and there was not enough funds in that account for any other payments. I called him on the direct line he gave me and there was no answer from 8am til 12pm. I eventually decided to phone the call centre for assistance and they tried to put me through to David the line cut off. I received a call and explained what happened and the lady tells me that David does not have access to cancel policies and she transferred me to another department. I was assisted to cancel the policy but now my account is in arrears with bank charges and I was told that they are unable to reverse the payment I need to go to the bank and charges I have incurred will not be re
