MVA claim for 3rd party laibility- No feedback

On 16/08/2013 my brother was in an accident. A mutual and federal client drove into him from the back. I took the initiative to begin the claim process as I had access to email and I was in a better position as an adult to deal with this. From day 1 the 19/08/2013, I have been sent from pillar to post, . No one really seems to know how the 3rd party claims are taken. At one stage the call centre advise I should call the Port Elizabeth offices and speak to Busisiwe Damana. She told me that she does not know why I was sent to her she deals with her client which is the one who drove into our car. I then was advised by her to make contact with Merinda Kampher. I did as I was told. Again email after email, Merinda did not respond. Understanding they should be dealing with my brother, everyday I would ask have they called and it was a no everyday. Finally after some harsh words someone called and asked to email to fareed khan with the supporting documents which were sent.on 12/09/2013 these were sent. I really do not know why they were initially not received and again why there was no communication to state they were not received. As the case stands today, there is still no response!
