Very Incompetent, Dishonest

Hi, I went to Glen Mall, Std Bank, Forex Dept, to transfer some funds to isle of man, i filled all the relevant forms, submitted, and left,
Maria phoned to say, i need to fill in the form again, I must come back,
I went back on saturday, i was told transaction has been processed, and I was very surprised, when MAria told me, she has given me a better rate than normal, which so untrue, as if we are not aware of exhange rates,
Maria even said rates are going higher, untrue, on saturday rate was 10.00 zar/usd, so it has dropped from 10.35 to 10.00 zar, and i was told it has gone higher,
in every FOREX transaction, rate is been confirmed with a client before processing, in this case, no rate was confirmed, hence i said i am not accepting this,
in this case Vukani, also apologised for not confirming the rate, and i said, not to process the deal, until rate is confirmed, i even mentioned in a writing, on a application form
inspite of all these, FOREX dept has taken funds forcibly even though there was no funds in my account
I feel my transaction has been handled very unproffesionally and unethically
