Bond payed to the builder without work done

I bought plot and plan and fininced by the Standard bank. The house is about 50 % complete and Stadnard bank has paid 90% of the bond however there is nothing left on the bond account. Standard bank has started deducting bond repayments and I do not have a house. There is not even a roof certificate, electrical and plumbing certificate but Starndard bank has paid the builder. I need starndard bank to resolve this urgently.

The bond was approved in 2011 and the builder started building in November 2012, I can not afford this bond with rent at the same time please act urgently.
