Settlement payment bungled

I requested a settlement figure for my car on 01/08/2013. I paid the amount of R63082 quoted by the 06/08/2013. I then requested the Natis documents for the vehicle to change registration of ownership. I was told that they had only received R43082. I then sent proof of payment to the requested email address. The response I received was that they received R43082.
I contacted my personal banker to find out why there was no receipt of money which is proven to have left my account.
The response: You have paid R63082 however now your settlement figure is R65537. You must pay the full amount.

I tried to call the vehicle finance dept to enquire about this. I have been on the line (on hold, not talking to anyone) for no less than 40 minutes. This is despite a clear request to lodge a complaint.
I'm absolutely appalled.
