Reimburement of funds

I am currently travelling through Namibia and draw money from a Bank of Windhoek ATM in Aus, Namibia. I requested R1500 however the machine only dispensed R200. I did 2 transactions at this ATM the first transaction I had no problem with only the second one. This was on the 29th July and the difference of R1300 is still not reflecting in my account. How am I supposed to get my money back. When I called I was told to go to a branch, I would if there was one in Namibia, all I want is my money back in my account. From the 29th July to 8th August seems a little long to rectify something so simple. The receipt from the machine says I requested the R1500 and dispensed R200. Then I still get charged R45.00 for this transaction.
